Marc Fasteau is President of Fulcrum Partners, LLC (offices in New York and Florida), a partnership engaged in the development and funding of venture capital opportunities in insurance and real estate. He is the founder and Chairman of the Board of Arx Holding Corp. and its Florida operating subsidiary, American Strategic Insurance Corp.

Until 1996, he served as a Managing Director and Partner of Dillon, Read & Co. Inc., an investment bank headquartered in New York. During his 14 years as an investment banker, Mr. Fasteau concentrated on large project and revenue based financings for public sector clients. He has served as lead banker for $500+ million financings for, among others, the State of California, Harris County (Texas), New York City and Broward County (Florida). He has also served as financial advisor to international high speed rail consortia seeking to develop systems in Texas and to GEC Alsthom, Inc. for cross border acquisitions in the U.S.

His prior experience includes corporate law practice in New York City, service as staff director and counsel to a Rockefeller Foundation commission on U.S. policy toward South Africa and service on the professional staffs of the Joint Economic Committee of Congress, U.S. Senate Majority Leader Mike Mansfield and the faculty of the Kennedy School, Harvard University.

Mr. Fasteau holds an A.B. cum laude from Harvard College and a J.D. magna cum laude from Harvard Law School.


John Auer joined American Strategic Insurance Corp. (ASI) in August of 1997 to lead the new insurer in providing a voluntary market for residential property insurance. 

Prior to joining ASI, John served as Vice President of Product Management and Corporate Planning at Bankers Insurance Group and as a Division Controller at Crum and Forster Personal Insurance. John began his insurance career in 1976 as an Internal Auditor with State Farm Mutual Insurance Company. 

John received his undergraduate degree in Accounting from Ohio State University in 1976 and an MBA from the University of Texas in 1984. John received his CPCU designation in 1989. 

Since Hurricane Andrew, John has played a key role in working with regulators and legislators to seek solutions to Florida's property insurance crisis. John has served on the Board of Directors of the Florida Windstorm Underwriting Association and the Insurance Institute for Property Loss Reduction (now IBHS). He has spearheaded several initiatives to restore a competitive property insurance market in Florida, and was featured as the personality of the month of Reinsurance Trends, a reinsurance publication, for his role in coordinating the first FRPCJUA takeout proposal through Bankers Security Insurance Company.

John currently serves on the Advisory Council for the Florida Hurricane Catastrophe Fund.


Kevin Milkey joined ASI in January, 1998. Kevin’s primary roles with the company are in the areas of pricing, product development and product management and compliance for the ARX Holding group of companies which includes American Strategic Insurance Corp., ASI Assurance Corp, ASI Lloyds and American Capital Assurance Corp. He is responsible for preparing all rate and rule filings for the homeowners, dwelling, commercial package and personal umbrella programs. The rate filings include all the actuarial work required to prepare the rate level indications. He also has extensive experience in financial analysis and corporate planning.

Prior to joining ASI, Kevin was employed with Bankers Insurance Group, Inc. for six years. As Assistant Vice President of Product Management, Kevin managed the Private Passenger Auto Product Management and Underwriting Departments. His responsibilities included establishing rates and underwriting rules, agency management, new market research and product development.

Kevin earned his Bachelor of Science Degree in Business Administration at the University of Vermont graduating cum laude in 1986. Kevin received his Chartered Property Casualty Underwriter (CPCU) designation in 1994.

Kevin and his wife Jeanne have a son, Jackson. Kevin is an avid runner and has completed 9 marathons including the Boston and NYC marathons most recently, and has participated in the St. Anthony’s Triathlon numerous years as part of ASI’s winning team.
